About Disaster CalFresh
- Disaster CalFresh provides temporary food assistance to people recovering from natural disasters like the severe storms, flooding, landslides and mudslides in San Diego.
- People who qualify for Disaster CalFresh are issued a debit card with a minimum of $291 that can be used to buy food.
- Disaster CalFresh benefits are for people living or working in impacted counties on January 21, 2024 who experienced one of the following:
- Lost wages or income because of the natural disaster, or
- Had their home or place of employment damaged, or
- Have disaster-related costs (including lost food, evacuation expenses), or
- Cannot access savings or checking accounts.
- Disaster CalFresh is being implemented in
- San Diego
- College students could be eligible.
- No social security number is required.
- There is a short application window. In order to get Disaster CalFresh, people must apply by Friday, March 15th.

Road closures
City of San Diego:
As of 7 p.m. on Wednesday, the following roads in San Diego are closed, according to the city's website:
Southcrest
- Vesta Street between Birch Street and Acacia Street
- Delta Street at Acacia Street
- Gamma Street between South 38th Street and South 39th Street
- South 37th Street between Acacia Grove Way and Boston Avenue
- South 38th Street between Acacia Street and Boston Avenue
- Acacia Grove Way at Silktree Terrace
- Z Street at 39th Street
All areas northwest of these closures will be inaccessible by vehicle, Officer Darius Jamsetjee with the San Diego Police Department said.
Encanto
- The following roads are closed between Akins and Brooklyn Avenues: Iona Drive, 60th Street, 61st Street, 62nd Street, 63rd Street, Stork Street, 64th Street, 65th Street, 66th Street, 67th Street and 68th Street
- Akins Avenue between Iona Drive and San Altos Place
- 68th and 69th Streets between Madrone and Imperial Avenues
- Jamacha Road between 68th and Flicker Streets
- Pidgeon Street between Lisbon Street and Imperial Avenue
All areas between Akins and Brooklyn from Iona to Broadway will be inaccessible by vehicle, according to Jamsetjee.
San Diego River Crossing Status
- Riverwalk between Avenida del Rio and Hazard Center Drive
- Avenida del Rio between Riverwalk and Camino de la Reina
- Fashion Valley Road between Riverwalk and Camino de la Reina
- Camino de la Reina between Avenida del Rio and Camino de la Siesta
Local Assistance Center
Those impacted by the storm can also get support and resources at the County Local Assistance Center opening Sunday, January, 28, 2024 at the Spring Valley Library located at 836 Kempton Street. Flood victims can walk in without an appointment from 8 a.m. to 2 p.m. on Sunday and 10 a.m. to 7 p.m. Monday through Wednesday. The center will act as a one-stop shop for residents who need information on how to recover from the damaging storms.

Free Vehicle Removal and Recycling Available for Unincorporated Area Residents Impacted by Storm
County residents in the unincorporated area whose vehicles were impacted by the Jan. 22 storm and flooding can have their vehicles recycled for free.
The vehicle abatement program offers free removal and recycling of storm-damaged vehicles. The program does not provide towing of stranded vehicles from one location to another.
If you have a storm-damaged vehicle and would like the County to recycle the vehicle at no cost to you, please contact Gerardo Vargas at 619-507-2129 or by email at Gerardo.Vargas@sdcounty.ca.gov.
If your vehicle was damaged during the storm and you are seeking repairs, contact your insurance provider to check your coverage.
California Department of Insurance Information
- Report storm damage to the county's online survey to determine eligibility for state or federal disaster aid.
- For insurance related questions please call 1-800-927-4357 or visit the California Department of Insurance website for additional flood related resources.
- Damaged vehicles due to flood or fallen trees are generally covered under the "Comprehensive" portion of the auto policy. Check your auto insurance declaration page to see if this optional coverage was purchased and in effect at the time of loss.
- For information on outage notifications, reporting an outage, and how to prepare, check out San Diego Gas & Electric outage center.
- Before hiring a contractor, make sure to check their licensing status, including any complaint registered with the Contractors State License Board.
